　　【机构改革方案说明】国务院新建五大部 28个部委重组变27个

　　新时期以来的第6次国务院机构改革拉开帷幕。根据11日披露的国务院机构改革方案，国务院将新组建工业和信息化部、交通运输部、人力资源和社会保障部、环境保护部、住房和城乡建设部。改革后，除国务院办公厅外，国务院组成部门设置27个。

　　十一届全国人大一次会议11日下午3时将举行第四次全体会议，听取关于国务院机构改革方案的说明。

　　这次国务院改革涉及调整变动的机构共15个，正部级机构减少4个。具体内容包括：

　　——合理配置宏观调控部门职能。国家发展和改革委员会要减少微观管理事务和具体审批事项，集中精力抓好宏观调控。国家发展和改革委员会、财政部、中国人民银行等部门要建立健全协调机制，形成更加完善的宏观调控体系。

　　——加强能源管理机构。设立高层次议事协调机构国家能源委员会。组建国家能源局，由国家发展和改革委员会管理。

　　——组建工业和信息化部。组建国家国防科技工业局，由工业和信息化部管理。国家烟草专卖局改由工业和信息化部管理。不再保留国防科学技术工业委员会、信息产业部、国务院信息化工作办公室。

　　国务院机构改革是深化行政管理体改革的重要组成部分。党的十七届二中全会强调，到2020年要建立起比较完善的中国特色社会主义行政管理体制。专家普遍认为，国务院这轮机构改革是在以往改革基础上的继续和深化，体现了积极稳妥的指导思想。

今年以来居民消费价格持续加快上涨，延续了去年下半年以来的基本走势。从环比看，2月份除食品价格上涨7.1%外，其他类价格涨幅均在 0.5%以下。扣除食品和能源价格上涨因素，核心价格同比上涨1.0%，与去年下半年以来的态势和涨幅基本一致。今年以来居民消费价格持续上涨，受到了低温雨雪冰冻灾害和春节因素相互叠加的影响。初步测算，2月份的春节因素影响居民消费价格环比上涨0.53个百分点，低温雨雪冰冻的气候影响1.03个百分点，扣除这两个因素，2月份环比上涨1%左右。今年以来居民消费价格持续上涨，也是国际市场价格持续大幅上涨影响的结果。今年以来国际原油价格上涨7%以上，金属和农产品(28.00,-0.05,-0.18%,吧)价格上涨30-40%。尽管当前价格涨幅偏高有低温雨雪冰冻灾害突发冲击的特殊因素，但对控制全年价格涨幅增加了新的困难。需要保持冷静头脑，正确判断形势，采取有效措施，切实控制物价总水平的过快上涨，保持国民经济又好又快发展。

　 　国家行政学院经济学教研部教授张占斌，3月5日在《光明日报》发表文章《强化环境保护机构的统筹协调职责》。文章指出，以往的中央政府序列中属于国务院 组成部门的机构共有28个，这些组成部门参与国务院的重大决策，政府环境保护机构不在其列，而是划入18个直属机构，负责专业性行政事务的管理。这种机构 设置构架不利于环境保护规划、政策的统一制定和重大问题的统筹协调。地方环境保护机构同样存在类似的问题。文章建议，要提高各级环境保护机构在政府决策中 的地位，变直属机构为直接参与政府决策的组成部门，以强化其统筹协调能力非常必要。

　　这个将国家环保总局升格为部委的建议已经得到了证实。全国政协委员、国家环保总局原副局长王玉庆前天表示，环保总局将升级为“环保部”。

　 　国家行政学院公共管理教研部博士顾平安，3月10日在《人民日报》发表文章《走新型工业化道路需要整合工业行业管理体制和部门》。文章指出，根据国务院 有关规定，国防科学技术工业委员会、信息产业部和国家发展改革委员会都拥有制定各自所属工业行业的政策、法规、标准、规划等职能。文章强调，这种按行业归 口管理容易引发相关部门政策之间的矛盾冲突，造成执行上的相互掣肘，甚至在一定程度上造成行业监督的主体越位、缺位，特别是在我国工业化快速推进时期，尤 其需要有一个权威部门对我国工业化发展进行总体规划和整体指导。

　　文章最后指出，为了加快我国新型工业化步伐，有必要整合现行的管理体制 和部门，将主要行业的发展战略与规划方面的职能适当集中，由中央政府组建统一的工业管理部门，建立起与我国现阶段工业发展水平相适应的、统一的政府工业管 理体制，充分发挥政府对工业化的整体规划、指导、监督和协调作用。这一建议被外界理解成国防科学技术工业委员会和信息产业部合并，成立工业信息部或大工业 部，国防科学技术工业委员会部分职能可能会并入国防部。(南方都市报)

昨天，国家劳动和社会保障部部长田成平在记者招待会上提到“在出台了养老保险、其他保险关系跨省市转移接续办法之后，再加上全国养老保险信息网的建设，我国就有条件在全国实行社会保险卡的‘一卡通’”。

“其实，我市实现社保卡‘全国通’早已迈出第一步。”市劳动和社会保障局有关负责人说，从去年底开始，我市就在渝中区和北碚区试点，发放了7000张社保卡。今年，主城区将全面推行社保卡，到年底，社保“一卡通”持卡人有望达到200多万。

早在2000年，国家劳动和社会保障部就有发行全国通用社保卡的构想。2002年 前后，我市进入推行社保卡的实施阶段。市劳动保障卡服务中心负责人介绍，社保卡是经国家劳动部统一规划、统一设计，应用于劳动和社会保障各项业务领域的集 成电路卡(IC卡)。社保卡的一期发放计划覆盖主城9区，已在渝中和北碚两区先行试点。到年底，社保卡将惠及主城9区200多万参保人。届时，社保卡将取 代医保卡、养老证、失业证。

据介绍，社保卡的正面有持卡人姓名、性别、民族、卡号、身份证号、发卡日期、 有效期等个人基本信息，而且必须使用第二代身份证。有效使用期为10年，这主要是考虑到IC卡上芯片使用年限。另外，全国各地的社保卡已实现外观和技术参 数完全相同，但目前各地的社保政策不同，社保的缴纳和支付无法实现贯通。重庆的社保卡拿到深圳的读卡器上，社保名单中会显示“查无此人”。只有当国家出台 统一的社保政策后，新社保卡才能走遍全国。（重庆日报 陈 钧）
